The Project

Project Objective
The project aims to establish a modern International Youth Center that will serve as an attractive, accessible, and inspiring space for the development of young people from Ruse and the region. The center will provide support, training, and opportunities for youth expression, including for those from vulnerable groups.

Funding and Budget
Project No. BG-RRP-1.008-0008 “Establishment of an International Youth Center – Ruse”, funded by the European Union through the Recovery and Resilience Facility under the National Recovery and Resilience Plan of the Republic of Bulgaria.
Beneficiary: Municipality of Ruse
Total Project Value: BGN 4,577,438.24, of which BGN 4,277,438.24 is grant funding and BGN 300,000 is co-financing from the Municipality of Ruse.

Project Duration
Implementation Period: until 30 June 2026

Activities
The project envisions a major renovation of the building, including interior refurbishment and restructuring. Modern and multifunctional furniture and equipment will be purchased to meet the needs of young people. The building will be adapted for use by persons with physical disabilities.
As part of the renovation, the International Youth Center will include accommodation rooms, a large hall for trainings and seminars, digital and language training rooms, a non-formal education room, an art and hobby club room, a library, and more.
The building that will house the center is an architectural cultural monument, featuring a richly decorated façade with ornamental cornices, pilasters, and decorative elements. After its restoration, it is expected to transform the appearance of the main pedestrian street in Ruse.

Activities and Services at the Youth Center
The International Youth Center – Ruse will serve as a hub for:
- Non-formal education and training in key competences
- Development of digital skills
- Support for job seeking and career guidance
- Counseling and individual support for young people up to the age of 29
- Integration and reintegration of young people who have dropped out of the education system
- Encouragement of youth initiatives and participation in public life
The center will aim to promote youth activity, personal development, and social engagement by becoming a space for inspiration, learning, and new opportunities.
A multidisciplinary team of professionals will work at the center, including:
- Youth workers
- Mediators
- Psychologists
- Social workers
- Educators
These professionals will have both an in-house role at the center and a field presence — visiting schools and neighborhoods in the city to reach out to young people in need of additional support.
