Meeting Between the International Youth Center – Ruse and the Local Commission for Combating Anti-Social Behavior of Minors and Juveniles
On August 5, 2025, the team of the International Youth Center – Ruse (IYC Ruse) visited the Local Commission for Combating Anti-Social Behavior of Minors and Juveniles (LCCASBMJ) – Ruse. The purpose of the visit was to become acquainted with the commission’s work and to discuss opportunities for cooperation, partnership, and mutual support in working with children and youth.
We were welcomed by Mrs. Tatyana Kyuranova, Chairperson of the Commission, who presented the structure and main areas of its activities. The Commission operates as a unit under the Municipality of Ruse and works actively in the field of preventing deviant behavior among minors and juveniles.
During the meeting, Mrs. Kyuranova shared that the commission implements various preventive initiatives—including training sessions and campaigns on topics such as aggression and violence, street crime, social skills development, and more. Alongside this, the commission handles individual cases related to substance abuse, theft, running away from home or school, vandalism, and other anti-social acts. When reviewing each case, appropriate educational measures are taken, such as monitoring, issuing warnings, or inclusion in specialized support and development programs.
Key Activities of the LCCASBMJ – Ruse:

Organizes, guides, and monitors the activities of public educators;

Registers received alerts regarding anti-social behavior and offenses committed by minors and juveniles;

Analyzes criminogenic factors and specific problems within the municipality;

Participates in the preparation and conduct of educational cases/hearings;

Enforces educational measures targeted at parents;

Implements joint projects and initiatives with other institutions and organizations;

Monitors the proper expenditure of financial resources for the commission’s activities and for incentivizing public educators.
The meeting took place in an atmosphere of professionalism and mutual understanding, outlining numerous possibilities for future collaboration. Ideas were discussed for joint campaigns aimed at drug abuse prevention, reducing aggression among youth, promoting sports, as well as organizing educational trainings and workshops.
We firmly believe that the partnership between LCCASBMJ – Ruse and IYC Ruse will contribute to increasing motivation for education, personal development, and social engagement among young people in the community.
